Hi there
Depending on your financial situation I would also recommend planning your potential business in your spare time whilst maintaining employment else where to ease cash flow.
With any business venture there will be a time lag between taking the first step and being profitable.
The planning process may take a little time and effort but it is definately the most key thing here. The key things to consider would be how to obtain the software you require to be able to design sites and logo's, how much funding you will require and how you will reach potential customers.

Hello,
The main point that stuck out here for me was the fact you're concentrated solely on Dreamweaver. Why let this stop you taking the plunge and starting out on your own?
Why not look for alternative tools and methods that allow you to achieve your goals with no cost?
Have a look at KompoZer (http://kompozer.net/), a totally free open source 'alternative' to Dreamweaver.
Or there's the only web development/programming too lyou'll ever need here: http://notepad-plus-plus.org/
For logo design try http://www.getpaint.net/
Have a play around... after all these are all free, what's the worst that could happen!

Try and get some freelance work. Also as BenG Dale mentioned try free alternative tools. Yes there aren't industry standard and most probably not what you are used to but considering you mentioned that you do not have the resources they may be the best alternatives.
GIMP. Free Vector based program out there called Inkscape.

Have you interviewed at a design firm? You might find out that working for a design company will not only give you a secure wage but also access to the software you need. Thereafter, you could pursue your business dream.

Offer discount webdesign on free classified ad sites, stating you want to get a portfolio going. In practice, charge what people will pay. I wouldn't bother with utter cheapskates or freebie hounds; they can be a real pain and the MOST demanding.

Reg Addking has given a pretty good solution. This is get you going at getting a porfolio together and get some money in your pocket. From there you can then continue down the freelance route or go and try and get a design job so you can earn enough money to acquire the software and other tools that you deem necessary.
