This website needs so much work, it's difficult to know where to start. You really need a web design. Currently you don't have one. The colours aren't very appealing. It reminds me of the first, amateur websites that started popping up on geocities back in the late 90s. That includes the rating system which looks to be a string of "options" along the bottom of each image.
I'm not sure that you're actually rating anybody based on the questions either. They are more like true, false, maybe questions. It might even be better to reduce it to just those three options (though that would break the "Most Rated" and "Least Rated" sections of the site).
With some more work on the concept, a better, cleaner and more modern design, I could see this being a very popular site, especially if you add in a deeper social layer.
Have a look at some of the more recent HTML/Javascript/CSS techniques to see how you could improve the experience of the website too. And while you're at it, google the word "gamification", I think it's very relevant to what you're trying to achieve.

Ah, one more thing I forgot to mention - rather than having a link "Start Judging People" with a video introduction on the landing page, why not let the user have a go immediately?
Having an image and a question will entice the user into clicking on one of the answers (or rate) to see what happens next. Once they've clicked an answer, they're immediately faced with another image and question, prompting them to give an answer again, ad infinitum. Hot or Not uses this very technique.
