I am hoping to start a small Tour operator in Northern Greece. I realise that if I sell flights I need an ATOL bonding. However at this stage I do not want to deal with flights, only to book hotels and organise excursions.

Can anyone tell me what the minimum legal requirement are for such an operation? I am also looking for an insurance company to cover the tourists once in Greece.
