I am looking to outsource some work to countries with low labour costs.
Anybody here know any busy discussion forums that specialise in outsourcing?

South Africa has advance infrastructure and the telecommunication network is good. I would strongly recommend that you consider outsourcing in my motherland.
Unfortunately I'm not aware of a forum dedicated to outsourcing, but can assist if you require South African services.

I don't see any problem with anyone using an affiliate ID providing that the link is relevant, in this case I would suggest it was so I don't see a problem.

There are valuable outsourcing firms to the Philippines that you could try and I can tell you, they're cheap and reliable to go through your online business needs from admin, customer support, telemarketing, to programming and graphic designing. I'm saying this from experience since I learned to make that switch of not only using eLance to outsource.
One of these people who helped me discover way better and easy to understand aspects of outsourcing was Tyrone Shum. He's given free videos all talking about outsourcing processes and how to deal with your staff to the Philippines and it really helped me focus on the "earning" parts of my business while I'm outsourcing the rest through Bestjobs.ph and Onlinejobs.ph.

In the interests of full disclosure, I'm a VA!
Because I am a nosey bugger I've trialled a few of the outsource companies for our own internal tasks and I've noticed a couple of things to be aware of:
1) Deadlines. These invariably get missed, usually with a fairly feeble excuse about time differences. Don't outsource anything time sensitive.
2) Get a quote for the whole job. Let's say you have an hour's worth of data entry. You get a quote at a rate of maybe £15/hour and another one for $4/hour - fantastic! So you give the job to the $4/hour team who then take 10 hours to do the work. It's about making sure you know what you are buying.
3) Give them a full brief and test the results part way through. If they haven't understood the task they will often plough on regardless because they know that way they will get more money when you ask them to redo the task.
Honestly, I can't use the offshore assistants for even the most basic of client tasks because they just aren't reliable enough. (We tested from $4/hour-$15/hour so it's not like we were bargain basement hunting - the results from both sets were pretty comparable!).
For our own tasks which aren't time sensitive, I found that they take lazy shortcuts and don't follow instructions very well - it's often more hassle than it's worth to outsource it unless it is a very basic, very time consuming task.
