We are seeking a Joomla/PHP/Javascript/CSS expert lead developer to design, implement and manage our ideas and social media apps, platform and global project. I have work experience with Joomla for more than ... many years 
1) Joomla is a cms platform itself - so you don't need custom built one :/
2) The same applies to custom modules - like 90% of them are invented already and all you need is a person who can modify them
3) and the last thing - experienced web developers will go only for cash rewards after the project is finishished (whatever you offer). especially because there are millions of social networks (it looks like you are after one) and only few make money.
Suggestion - consider using already invented things and you might be able to start your project. If you still want custom platform (mostly not the best option as it isn't tested) and apps - you will have to hire a team (one person can't do it).
