Generally its based on circulation and the quality of the recipient. Ie a free newspaper will tend to be a lot lower per copy than something niche targeting a certain segment. The easiest way to find out is to enquire about advertising rates in similiar publications, rate cards are often just downloaded, although remember that this is just the initial price, often they will discount this for bigger/regular adverts.
