Besides
www.mamboserver.com what other free/affordable news templates are out there? I'm researching a suitable option for my new venture of a tourism news site in South Africa.
Want to publish news, then the reader can have an option to submit a comment at the bottom of the story. Also be able to bulletin related stories.
Must be able to capture keywords on every story published.

Have a look at Wordpress, http://www.wordpress.org, you can have pages and/or posts.
You can install it yourself or use a cheap hosted option.
It's customisable with themes.

I've browsed through www.worldpress.org, and I'm happy with the layout and functionality. How then do I get to access the software, as nothing on worldpress indicate their software is for sale/downloadable?

There's a download menu link top right on the www.wordpress.org homepage. Generally with these type of web-based systems, you have to download the files to your pc, then FTP upload them to your web server and go through a web server installation process (unless you have set your PC up as a web server). This sometimes involves having some knowledge of the web server software environment that the cms is developed in, e.g. PHP and MySQL, Apache, etc.
