Hi, I am pretty sure this is illegal, but can somebody please inform me what has to be done to get the relevant license.

I'll use an example. Say a man buys front row tickets to a U2 concert. He decides, that instead of selling them on E-Bay, he is going to create an online competition (on his own website) in order to find a winner.

A couple of weeks later, after the premium rate phone number is sorted out, he is ready to begin.

Are there any legal requirements preventing him from begnining at this time?
