I manage a busy scrap metal merchant and from 3rd December 2012 will no longer be able to pay cash for scrap metals but must pay by non transferable cheque or bank transfer.

My question is Can I startup a secondary company that will solely cash cheques that we issue in a similar way the high street chains do ?

If so any pointers as to how I go about it would be most appreciated
