On behalf on a friend who is setting up a home decluttering business.
How much should she budget for one years marketing? She wants to get full time work out of this.
My own business is specialised and not aimed at the general public so I can't help her with an idea of costs.
Different opinions welcome so she can get an average.

Put your friend in touch with the Association of Professional Declutterers & Organisers. They have a page on their website especially for people like your friend setting up a decluttering service.
Become a Declutterer
If she gives them a ring I'm sure they won't mind helping her out.

Of course there's no hard a fast rule as it will largely depend on what she wants to acheive (i.e. how big) and how she intends to market the business.
I'd start by accounting for some of the basics (biz cards, flyers, stationery etc....) and then a small discretionary budget. After that I'd be inclined to spend more time than money on the marketing and use as many low cost and no cost tactics as possible.
Once that starts bringing in some sales she can then look at earmarking some of that additional cash to more marketing.
