Background

The importance of the social economy in delivering jobs and services locally is recognised by Government at all levels. Established in 1982, the Wales Co-operative Centre is a key partner in developing this sector of the Welsh economy.


The Wales Co-operative Centre delivers a range of projects to promote social, financial and digital inclusion. Its team of advisors work right across Wales, empowering individuals and communities to establish businesses which have social, ethical and environmental aims as well as economic objectives.


The Wales Co-operative Centre has recently secured two major contracts with funding from the Welsh European Funding Office and Welsh Assembly Government. The two projects are Social Enterprise Support and Communities 2.0

The Social Enterprise Support project provides support to the social enterprise sector in West Wales and the Valleys through two key delivery strands. The first strand is to raise awareness of the sector and the contribution it makes to social and economic regeneration (through marketing, networking and research). The second strand is to enable new and existing social enterprises to grow and develop (through the provision of organisational development).

The Communities 2.0 project is a Digital Inclusion Programme covering the same geographical areas. It does this through eight key strands of delivery which will focus on helping community groups, individuals and social enterprises to undertake digital inclusion activities, enabling them to maximise their own use of technology. The project will be delivered through a multi agency partnership that covers the public, third and higher education sectors. The partners are University of Glamorgan, Carmarthenshire County Council, Pembrokeshire Association of Voluntary Services (PAVS) and Novas Scarman Group.

In addition to these projects the Centre also delivers projects which focus on financial inclusion and the promotion of Fair Trade across Wales.

Purpose of the request

The Wales Co-operative Centre wishes to establish a framework agreement for the provision of marketing services which will enable it to implement key aspects of its marketing strategy and effectively communicate with a range of target audiences. It is anticipated that there will be a maximum of 6 participants to the framework agreement for each Lot. The duration of the framework agreement is three years.

Lot 1: Graphic design services

This Lot focuses on the branding, graphic identity and core literature that the Wales Co-operative Centre produces in order to communicate its key messages.

A range of bilingual communication materials including guides, calendars, leaflets, e- newsletters and website templates will need to be designed for the range of the Centre’s work including social enterprise support, communities 2.0, Fair Trade and the Centre’s work generally.


The role requires strong skills in concept development and project management. Experience in designing bilingual publications is highly desirable.


The indicative budget for Lot 1 is £25,000 per year, inclusive of VAT.


Lot 2: Print services

The Centre will produce a range of bilingual, full colour publications during the year including a calendar, guide to services, events brochure and information leaflets. Where possible the Centre uses recycled materials and aims to minimise the environmental impact of its printed materials.


The Centre will be looking for printers able to supply low volume digital print and/or large volume litho print.


Organisations tendering for this work would be expected to provide evidence of an effective Environmental Management System such as ISO 14001.


The indicative budget for Lot 2 is £29,000 per year, inclusive of VAT.


Lot 3: Photography

There will be a requirement to provide high quality photography which illustrates the range and variety of the Centre’s clients. The Centre makes extensive use of case studies to illustrate successes and always seeks to use images of real people. Photographers will need to engage with a wide range of individuals in various settings ensuring that the images compliment the branding which has been developed for each project.


The indicative budget for Lot 3 is £8,000 per year, inclusive of VAT.


Lot 4: Translation

All of the Wales Co-operative Centre’s marketing communication materials are produced bilingually. This includes our website, publications and e-bulletins.


Organisations or individuals tendering for this work must be members of Cymdeithas Cyfeithwyr Cymru.


The indicative budget for Lot 4 is £10,000 per year, inclusive of VAT.


Lot 5: Website development

The Centre’s existing website will require maintenance and updating. In addition a dedicated website for the Social Enterprise sector in Wales and a Communities 2.0 website may need to be developed.


Organisations or individuals bidding for this Lot should have experience of building and maintaining websites which utilize a full range of web 2.0 technologies and are firmly customer focused.


The indicative budget for Lot 5 is £6,000 per year, inclusive of VAT.


Lot 6: Display/exhibition equipment

A range of mobile display equipment for use in conferences and events is sought. These would carry the branding of the relevant project and the successful organizations will comply with ISO 1401.


The indicative budget for Lot 6 is £10,000 inclusive of VAT spread across the three year duration of the framework agreement.


Lot 7: Merchandise

A range of branded merchandise will be required to promote the Centre’s projects.


To apply for Lot 7, suppliers should be able to demonstrate that they can provide a wide range of products which are made from recycled materials and which are ethically sourced.


The indicative budget for Lot 7 is £2,000 per year, inclusive of VAT.
