I have no expeirence in the car hire industry accept when i have attempted to hire stuff myself.
I understand that for insurance reasons it is more expensive for car/van hire firms to hire to under 25's
However i have moved house 3 times over the last 2 years and every time i find it a huge pain. No van hire company will hire me a van because i am under 25. I wanted to hire a van to help me move house as a 3/4 van loads would of done it and i was only moving a couple of miles each time.
This is annoying. In terms of car hire, i have the same problems unless i want to hire something tiny like a clio or a citroen c3 if i want anything bigger i get refused. I have no points on my liceanse and one claim on my own car insurance from when someone broke into my car about 18 months ago which was not my fault.
There are many young professionals who come out of university and decide they want to stay in the local area to work. They will be in need of these services.
perhaps an angle you could take?

Would think this is a specialist market, which you needed strong contacts in the industry to succeed? Although I have a friend who has started his own van hire business who has contacts in an industry that require short term hire, so hes got a niche market.
If you have more specific thought then maybe I can pass on some pointers?
