I wonder if anyone can help me how to find,once you have seen suitable premises,who the owner is and how to approach it.

It depends on where you are based, but our first offices were at Business Environment in Milton Keynes. They have serviced offices in MK, Bristol, London.Reading and a few other places. All your furniture, phone system, internet etc is included and you have access to meeting rooms, coffee areas etc.
