Credit Card Company

I am not sure if such a vague post will get you an answer. I would have thought if you were starting a credit card in a country other than in the UK you would need a bank or payment organisation that could guarantee to release the funds to the retailer up to 56 days before you got the money from the customer. Perhaps you could tell us which country you are hoping to operate in. Who you are as if you a billionaire this can help. What do you mean by low cost? Are there other cards costing more as a fee or more in interest payments or do you mean to charge the retailer less? I think American Express charge around 8% to process their cards where as Visa and Mastercard etc charge around 2-4%
