There is no one 'tech grant' but there are several EU grants and tax breaks for those innovating using technology, as well as incentives for setting up in certain areas of the country. I'd advise contacting your local Regional Development Agency to find out more:

If you're not technical, you may want to try getting hold of a technical expert or system designer and ask them how much effort is required to develop the system you have in mind, and that will give you an indication of the complexity and therefore investment needed.

I'm technical, but I doubt you want to tell your idea to another entrepreneur

Setting up en ecommerce site to take payments etc , should not cost you much as all, use a trusted source and make sure you use a trusted payment provider such as EPDQ ( Barclaycard) and dont spend what you dont need to. It shouldnt cost you too much to set up, you certainly wont need a grant to sort the backend out.
