I'm working for a 'green' energy supplier, they have approx 12,000 customers. We want to
create a paperless billing system for them by creating a 'user environment; whereby customers
can log into their account and access their statements online. Ideally we want to provide the
following functionality.

Secure Log-in and Password Access for each user account.
Database Driven site to deliver unique content (ie statements)
Email Alerts to notify users that their statement is ready to view
A control panel for the users to:
Order a 'postal' statement
Download Statement as .pdf / .csv
Print Statement
Change Postal Address / Contact Details
Change Password
Request Direct Debit Mandate Form
Pay Bill Online via Secure eCommerce payment solution.

The client has an existing website so this would be a bolt-on development.

Only reply if it this is something within your scope and you have built similar style sites
Secondly, ballpark and I mean very early stage guesstimate, how much would you look to charge
for this.
Lastly what timescale would you need.
