In what way is it different to conventional mail? Is it a postal worker coming to collect all outgoing mail and delivering all incoming mail at a reduced fixed rate? Is it an advantage having a business near a postal sorting office?

Royal Mail business collection is only really cost effective for very large volumes of outgoing mail. You have to pay for it to be collected unless you are spending more than £15,000 per year on postage! I do not believe they offer any discounted rates and definitely do not do discounts for small businesses.
Another option for getting reduce rate postal services is by using the DX system www.haysdx.co.uk but this is primarily a B2B service and you have to collect and deliver your post to a DX location in your area.
