Contacted the Inland Revenue as I needed UTR for registering online.
They claim not to have set up an account for me!
Even though I notified them in Nov 2003 that I was self-employed.
Also, I have been paying NI Class 2 contributions for over a year.
So I dont how they do not come to have me down.
I have never received a tax return in all that time.
Lady at the LOCAL tax office is sending the forms out.
It'll take weeks and obviously I was concerned about the 31 Jan deadline. But she's told me not to worry about that....it won't apply.
Whats the chances I get a reminder or demand next month, threatening a fine, etc?!

Phil,
If you haven’t got a paper return sent out to you then the £100 late filing fee is not normally applied. Given you are not set up this shouldn’t be generated, especially as they have made a cock up if you are registered for NI but not Income Tax. If they do apply it complain and it should be removed, the fines are quite flexible if you know where to push so long as you get the new one back quickly.
One thing to do is to pay before the 31st Jan what you think you owe (plus a bit more) to ensure you are "in the black" when the form gets processed. That way you won’t get any interest penalties and it shows willing in the event of any problems, and you can claim a rebate for the surplus when you get processed.
You can download a paper version of the tax return from the IR website although it is a bit fiddly, and you will need to compute the tax yourself.
If you have a very small co. your local tax office will actually help you fill in the form, but don’t expect them to spend ages telling you how to reduce you tax bill. The service at local offices varies hugely so its pot luck there.

Am I right in saying that I do not need to enter a UTR on the paper tax return I download from the Inland Revenue? Maybe this is the best option in the circumstances. Like I say, everything is calculated and the figures just need entering. Hence, the reasons for frustration and concern about deadlines/penalties! Is the download available without needing to register (as I cant get past the UTR screen)?

If you download a Self-Assessment form, I believe you can submit it using your NI no., as you don't have your UTR yet. That may be a good idea.

Yes Fran is correct, no UTR is required.

You will need SA100, SA101 (if you had a job in the year) plus SA103 for self employment.

I am waiting for my pin code to fill in online, when completing online SA is the tax automatically worked out, calculated?
