I've had a similar problem as I am in full time employment and not yet ready to give up my day job. I have had 3 ideas so far and two of them have been turned into businesses by other people who have been able to dedicate their time to it.
I am trying to use a call answering service for the current one but it still doesn't work. I have offered people a 50% share of the company and a commission only deal but it still doesn't work, yet I get at least two emails a day from punters asking where can they sign up?
Very, very frustrating.

I faced similar problems, but luckily managed to find a good web developer in the end... Drop me an email to aquamarina at wildmail dot com, and if you know tell me the dates you're looking your website up and running for (if you have any date in mind) that would tell my developer if he has time to fit you in, and also, have you got an estimate of how long this developemnt would take (maybe developers you already contacted told you?)... And if you don't want to give out your idea, thats fine, if you can, can you list major items that this developemnt work involves (will there be checkout? do you require paypal/nochex or other integration? would it be dynamic site rather than static? meaning you need to have databases at the back of it? would you require SSL? are you looking for web developer to do design as well (usually design is performed by someone else, but my web developer did it for me too!)....
I will send you a website that was created for me for you to have a look.

I have now found a business partner - who lives all of 3 miles away - I'm really pleased.
Tip to myself - sign up to emailing lists and just keep your eyes open

I didn't! I had to tell him everything and hope he was trustworthy. He seemed ok, and most people are honest on the whole. So far so good. I had to tell him the full details so he knew my site would work, and was able to generate the revenue before he would commit. I don't blame him really, I would want to know the same. But he seems up for it, and believes in it, so great.
Unfortunatley as I'm not in a position to pay him to do it, I didn't really have much choice over the matter, so I deemed it better to risk it.

Hi all,
I had success through a networking site; zoomspec dot com. I was looking for an animator for a project i had. I found a brilliant talent on there who produced some incredible work. The site members are from all walks of life, in business or seeking work. They upload portfolios so you can see what they have done or are capable of - realy good. Check out Robart_J if you are looking for anything creative from photographic work through to aninaltion, graphics, film editing etc. His name is robert jury - exceptionally talented. There are also lots of other people on the site with other skills a small business needs (I also needed someone to manage my database and analyse it) great site, so hope it's useful to others as was for me.
