Why is it so hard to find a business partner?

I have been looking for a web developer for a fantastic project with loads of potential. I have a full business plan, fully drafted up website and the cash. I need a techie to do the bits I can't and to deal with day to day website problems.

I have advertised on many websites (usually the best place to find them?) and done everything but give the whole game away as to what the site is!

I am offering quite a lot of equity considering it is my cash, my idea, and my time that is pushing the business on. I don't even need anyone with business experience, just someone who can make my website a reality. Why can I not get anybody? Has no-one got any get up and go to spend a little time on the (fairly good) chance of getting some profit in the future? Even people with the skills I need, and plenty of time on their hands are being a bit coy about it all.

Has anyone else found the whole experience of trying to find a business partner VERY frustrating? Any advice anyone could give me into how I might find such a person would be much appreciated.

P.S. If you are that person, you'll probably need skills in SQL (or similar database technology), email forwarding, secure log-in, and full advert and content management. Maybe that's why I can't find anyone. Does any web 'developer' do anything more than just design it, stick some pics, text and couple of links on these days?
