Sorry to be brief, but it's a rather 'open-ended' question.
I visited one in Leicester Square, London, recently where there were about 40 terminals (all being used) and the rate was £1 per hour. Take away overheads and there's not much left. The max earn (for a 10 hour day) would be £400 assuming a full book (unlikely). You'd have to sell printing and other add-ons to make the operation viable.
Given the home computer ownership rate in Britain, it would make sense to ensure that any Internet Cafe venture was in a highly saturated area of tourists/new immigrants/holiday makers.

The cafe is the profit what is it 500% profit on a cup of coffe , i was thinking of starting a chain in libaries (as they now have to diversifi) we run pay for the terminals and keep it cheep/free for users they allow us to sell drinks and cakes etc , but thats about as far as my thoughts went on it.

Actually I was thinking of having a cafe on site as well other services including faxing, binding, printing, laptop letting . I also want a reading area with books provided that cover courses given at adult learning centres in the area where the business is situated.

In my county the libraries all supply free use of computers anyhow ... you just pay for your printing!

Lot of counties now charging they carnt afford to upkeep it, so a franchise i bet will step in at some point

I was reading a yachting magazine lately (ok i know that sounds bad, but i was waiting in a dentists), and an article in was complaining about the poor access to emails, etc that the yachting community got when they were travelling. Eg. A Frenchman mooring in southern England may want to avail of an internet cafe close to his marina, but they were all saying that the service just was not there.
This got me to thinking, and I reckon that tourist/immigrants are the most likely to utilise an internet cafe when compared to anyone who has settled in an area - as they are likely to have a home-based PC at the least.
I have considered an Internet Cafe, but I think it would only ever be a sideline, with the Cafe itself being a major portion & a multi-user gaming zone being probably more lucrative with tournaments, etc.
