I'm launching a website on the travel and tourism industry in South Africa. What is the best way to source new content for the site without paying for it?

You can try websites like ezinearticles.com
These articale base websites are free for reprint and submit articles as long as you keep the resource box with the article.

In addition to Assaf's comments you could always try contacting the larger travel related web sites (expedia.com, tripadvisor, etc) since they provide good quality travel guides and information which your visitors will very likely find useful. Most of these sites have a 'work with us' type link on their contact pages.
I am currently in the process of doing just this and have some promising (if delicate) conversations under way...
Lastly, the free directory on my site - www.expodition.com - is growing slowly but surely with travel and tourism related content formatted for use on an iPod. So you're very welcome to link to that and provide your customers with the option of downloading free guides which they can store on their iPods and view when they're out and about!
I don't have anything specific to South Africa in there at the moment, but am quite willing to create some SA related content.
