I guess (and someone might correct me if I'm wrong) that you will need a fleet insurance... just done a quick google search and found this: http://www.staveleyhead.co.uk/
Also, some hire companys state that you have to insure the car yourself.. so then, you will only need them covered whilst they are at your depot (and also yourself to be insured)

You need a motor trade policy covering any vehicles that you are responsible for as well as the road risks element (third party liability)
To obtain a quote you would need a full business plan including turnover and wage roll projections and details of all employees and vehicles.
